There are a lot much cheaper ways of torturing people. A 12V car battery is much more effective than spending 7 Mil for a device. Apparently Daniel would rather see people killed than pushed back. Yes, the device can cause blistering on the skin. Which would you rather have, a 9mm or blisters? The price tag is high because they are still in development.
